Using Eulerian and Lagrangian measurements, the authors propose lognormal headway/spacing/velocity distributions and subsequently develop a Markov car-following model to describe drivers' random choices concerning headways/spacings, putting forward a stochastic fundamental diagram model for wide scattering flow-density points.
